Which version to pick when building the Execution Environment ? Always the latest fedora release?

F40 is not an immutable tag, but something that changes over time. This is a great point imo. You can see that there are pushes to the image on dockerhub: https://hub.docker.com/layers/library/fedora/40/images/sha256-0dc52447068058c56588a816d43bd80d4279dcbefbb74f2aa55d2745413afbc1?context=explore
