Implement Public Goods Funding based on the current Governance system. PGF will consist of elected stewards responsible for the distribution of funds to worthy projects.

Depends on:

TODO

  • Unit testing
  • Benchmarking compute_tally and compute_proposal_votes with delegations in the order of tenth of millions
