Able to add (remote) executors while running

Allow coordinator to be able to send jobs to additional executors that become available during the execution of a flow...discovery, or they subscribe to the job queue somehow.

Revisit p2p discovery of a "resource pool" with a given scope....and be able to join it and offer executors to it, or pull jobs from an associated job pool.
