Blank maven-built spigot plugin for 1.19.4

TODO ON FIRST RUN

  1. update pom.xml by replacing all "pluginname" with your plugin name.
  2. Update plugin.YML, main should be your pom.xml groupID plus .App appended at the end
  3. Set java/com/altoya/pluginname folder structure to your groupID in pom.xml
