Automate final part of release

After the completion of #1279 we can look at automating the final part of the release.

What

Have a script to run once the release PR has been approved

Optional: Update the existing script to wait until the PR is in a mergeable state and continue the release once it is

Optional: Hook this script up to Github Actions so that the release happens automatically when merging the release PR

Why

To make our releases more consistent and easier to manage.
