Move DER scheduler north plugin to FledgePower

The FledgePower organization has granted us a repository to host the DER-scheduler-north plugin. This would increase the visibility of this component and would allow others to use it as a building block for their applications.

In order to push to fledgepower-der-scheduler two requirements must be met:

• The code must follow the code guidlines of the FledgePower project
• There must be a CI in place similar to ci.yaml
• properly document the plugin

Optionally:

• there is a github workflow that published the newest changed https://github.com/fledge-power/fledgepower-deployment similar to https://github.com/fledge-power/fledge-north-iec104/blob/main/.github/workflows/publish.yml. (docker compose running fledge and the der scheduler as well as the fledge gui).
