`Nacos-client` failover switch file path is incorrect。 #10271

Describe the bug

Now, failover file path is like {user.home}/naming/{group}/failover00-00---000-VIPSRV_FAILOVER_SWITCH-000---00-00.

Expected behavior

Load ache files successfully.

Actually behavior
If failover switch fiile exists, cache files of service infos would be load failed. the log is:

2023-04-06 10:38:32.755 ERROR [com.alibaba.nacos.naming.failover:c.a.n.c.naming] [NA] failed to read cache file
