Many exploits of WordPress sites revolve around promoting users to Administrators and then causing havoc (see for example https://blog.nintechnet.com/critical-0day-vulnerability-fixed-in-wordpress-easy-wp-smtp-plugin/).

Is it possible to prevent this for friend users using a filter?
