Background

What does this PR do?

This PR updates the Node.js version in the .nvmrc file from v23.1.0 to v23.3.0 to match the version already defined in the engines field of package.json:

}
  1. .nvmrc: Updates from v23.1.0 to v23.3.0.
  2. Dockerfile: Updates the base image or Node.js version used to v23.3.0.
