There are a number of network issues across runtimes:

If I am running a tracker as a docker container I can't reach it from an agent thats running on docker
If I have a tracker on docker, a kubernetes agent can't use it
If I have a tracker in kubernetes, I can't reach it from docker
If I have a qemu desktop, it can't be reached from docker or kubernetes
