Expose pending transactions / mempool

We need it to implement features in aescan

• Visualize mempool (pending transactions) aescan#725
• Pending transactions aescan#860

Mempool can be quite big, so probably it needs to be paginated.

I would ask to implement it on the node side since this data is already tracked by the node but seems they are not willing to do so because they don't have any pagination approach.
