The rpt file parsing runs into an issue when trying to return the node_flooding_summary when there is no flooding in the model.

Need to hand this case in the Node Flooding Summary.

  *********************
  
  No nodes were flooded.

This can be reproduced by running this inp in the pyswmm project.
