The rust role on Windows was added in support of the IcedTea-WEB build process in #717

Since we:

no longer build IcedTea-WEB
Have removed the UNIX ITW playbooks under ansible: remove deprecated ITW playbooks #3664

I propose we remove the rust role from the Windows playbooks.

Also @AdamBrousseau - I doubt you use this but would be good to confirm
