Describe the bug
Intermittent failures the JMXStartStopTest suite when running the jdk8u352-b05 build. It may not have been spotted previously as it is intermittent and was not recreatable at all with the 8u342 build in 20 runs.

Steps to reproduce the behavior (or Grinder rerun link): rerun Link

Expected behavior
Test passes consistently

Looks similar to https://bugs.openjdk.org/browse/JDK-8274337 reported in JDK18 on MacOS

Will plan to exclude this testcase as too intermittent on win32 (see #4966 (comment), todo: check if it ignoring VM flags matters to stability or applicability of this test).
