Does not work when installing 0.3.11

Cannot install tf-summarize 0.3.11

Steps to reproduce

• Run the command asdf install tf-summarize 0.3.11, and having the following error.

$ asdf install tf-summarize 0.3.11

Expected behavior

tf-summarize 0.3.11 shall be installed correctly
