Knowledge- Restarting otto server when website sync is in progress results in all the synced files to get resynced. #1154

Steps to reproduce the problem:

  1. Create an agent with knowledge from website like intel.com
  2. When initial sync is still in progress , redeploy otto server with latest version.
  3. After otto server is redeployed with new version , check the progress on file sync.
  4. Notice that the Files Synced count does not change and files already synced are being scraped again.

Expected Behavior:
There is should be no need to scrape the files that have already been synced. File sync should proceed with syncing the files that have not been synced .
