Stagger Start Not Staggering #98

When hitting Stagger Start in 1.1.14 on multiple machines, it seems to start all jobs, rather than starting with a stagger. I have Stagger options of a max of Phase 1 jobs and a time stagger set. It seems to obey the max Phase 1 jobs, but not the time stagger.

please show a screenshot with your drive settings & your global stagger settings

I've had the experience on two machines the first:

AMD 5600X
64GB DDR4-3200 CAS 14
2x Patriot Viper 4300 PCIe v4 1TB
Final Plots drives: 8TB WD Red Plus, 10TB WD Red Pro
Gigbyte Aorus X570 Elite
Radeon 580 6GB
Windows 10 Pro - Up to date
Chia 1.1.7
HP 1.1.14
Had the problem with 6 jobs of 4 thread, 8000 Memory. Global limits of 4 jobs in Phase 1 with 20 minute offset. Drive Limits of 4 plots on each SSD.
As well as with 8 jobs of 4 thread 8000 Memory. Global limits of 4 jobs in Phase 1 with 20 minute offset. Drive Limits of 4 plots on each SSD.

The other machine I'm having the same issue with that I have a screenshot of did it twice in a row, starting all jobs when I boot HP and not staggering. Then did not do it twice in a row on booting HP, but then on the fifth time did it. I've been keeping track over the last 2 days.

AMD 6300FX (6 Cores, 6 Threads)
16GB DDR4-2400
System Drive - 150GB SSD
Temp Drive 1TB Samsung SSD
Final Plot Drive: NAS over 1000mbps network - Buffalo DS220DE with 2x 4TB Seagate in Raid 0
Radeon 460 4GB
Windows 10 Pro - Up to date
Chia 1.1.7
HP 1.1.14

3 Jobs of 2 thread, 3800 max memory. Global Limits of 3 plots in Phase 1, with an offset of 60 minutes. Drive temp limit of 3 plots. It's particularly problematic when it does it on this machine as the file copy takes 45 minutes when the job completes. So without the offset, the network connection gets bogged down.
