New License LicenseRef-scancode-mdl-2021 created in DejaCode enterprise and public. Proprietary Free. Not suitable for product usage.

Notes:

The license text has two very different sections regarding rights: 

Section 3.  Licensed Rights to the Data
Permissive

Section 4.  Licensed Rights in Conjunction with Models.
Restricted to non-commercial, internal use only.
