Syndication options for Micropub

Please allow syndicating likes, replies and other stuff via mp-syndicate-to Micropub property.

I've been thinking about doing this for a while, but how do you envision the UX of that working?

1. Settings -> Default syndication targets -> tick checkboxes for available

2. Post -> Syndication button gives a dropdown that allows to customize options per-post (with defaults from settings preloaded).

The second option would give Monocle an edge over Together and allow me to only use Quill for bookmarklets.

Oh, and likes/reposts should be syndicated according to settings, because there is no explicit interface for likes. Maybe make a separate like syndication setting....
