While 'Making V's Sigil', the player is required to mine 3 lunar ores from the stalagmites in the mine in the north east of Lunar Isle. These stalagmites require 60 mining to mine.

Completion of Lunar Diplomacy is a requirement for Fremennick Exiles. To complete Lunar Diplomacy you need 60 mining, so if a player has the quest and other requirements completed, they'll by extension have at-least 60 mining.

Also because of leagues, you have auto completed Lunar diplomacy. Which means you don't necessarily need to have 60 mining.
