Seed playback is extremely laggy, with download speeds fluctuating between 0-3M

When adding mp4 seed to the server in Singapore, too laggy will be loaded for a while even if the buffer is 30M. When fast forwarding, it will load for 1-3 minutes. What is the problem?

Is it likely a problem with the seeds? I am using the default configuration, how can I optimize it

Same problem. I downloaded the torrent to another computer and made sure that it downloads from it and still slowly. Restarting sometimes solves this problem. Sometimes it goes away on its own. The speed is exactly 1 megabit +-.
