Describe the bug
The encoded_rules.yml file in the 3.0.1 live response release appears to be missing the first rule file name as all rules file names are off by one.

Step to Reproduce
Steps to reproduce the behavior:

  1. Download 3.0.1 x64 live response package from here
  2. Run hayabusa with json-timeline and observe that rulename in the json is incorrect
