Unable to log in to an Apple ID that supports verification via multiple phone numbers, whereas accounts with only one phone number can log in without issues.

Describe the bug

Facing the same situation. I have two apple develop account, both have two phone number without trusted device.
But one can directly receive the security code after sign in, another will redirect to choose phone number page on the apple website.

The account which won't directly receive security code can't sign in Xcodes.
The other is fine.
