I'm not sure what you're showing here. Could you give a little more detail on what you're trying to do and where it's going wrong?

If I had to guess based on the title, you've either filed this issue in the wrong place, or you're trying to flash upgrade the emulator. This tool is meant for real X16 hardware.

The emulated VERA and SMC are integral parts of the emulator. They're emulated rather than running any sort of real firmware and can't be flashed.

This ROM flashing mechanism isn't implemented by the emulator. Instead you can simply replace the rom.bin file in the emulator's directory.
