Describe the bug
When the Mod Loader is installed, the game crashes. When I uninstall the Mod Loader, the game works just fine. When I "Install Mod Loader," then click "save and play," the game will boot, show the Sega/Sonic Team logo, then will crash after spending approximately 1 second on the Omochao "Now Loading" screen. This happens no matter what configurations I have tried.

To Reproduce
Steps to reproduce the behavior:
1.) Launch SA Mod Manager (in Administrator Mode)
2.) Click "Save and Play" (both with mods installed and without mods installed)
3.) Game boots; displays Sega and Sonic Team logos, then crashes on the Omochao "now loading" screen

If i click the "uninstall mod loader" option, then click "save and play" then the game will boot fine.

Expected behavior
The Mod Manager launches SA2 with mods installed
