Change Block Type Icons Confusing

Describe the bug
I wanted to change the type of my block. I clicked on the block and got a the small menu in the upper left corner. It took me quite a while and clicking on many blocks to figure out that the icon on the far left is the one to chose to change block type, not just a formatting option. It's confusing because different types of blocks have different "change block type" icons.

Expected behavior
I expected to see a consistent "change block type" icon.

I don't know what you mean by 'small menu in the upper left corner'- however I do agree with the sentiment the icons are confusing af. I really think the icons and buttons in Gutenberg should at least have labels because hovering and clicking to make these visible makes the overall usability slow and annoying. As it is right now it seems so much quicker to write in code than the visual editor.

In my case I was trying to change the style of my text to a heading, not realising I would need a completely new block...not to mention the location of the icons switch from the top to the right. It just means more clicking and looking around and it's tiring. :/ I really think the UI needs to be reworked because the visual buttons are just SO CONFUSING to navigate at the moment.
