Pressing enter on an empty list item generates a paragraph block.

Description

When the enter key is pressed on an empty list block, the cursor is maintained in the list block and an empty paragraph block is generated below the list block.

Occurs in WordPress 6.1 beta 2 or Gunteberg 14.

Step-by-step reproduction instructions

1. Type /list and press enter.
2. Press the Enter key several times.
3. A number of paragraph blocks equal to the number of Enter key presses will be generated at the bottom of the list.
