This will be similar to #39858. When pressing the Backspace key at the start of a list item, the list item should be outdented if possible. When it's not possible to outdent further, it should be merged with the previous list item.

One edge case: when pressing Backspace at the start of the first list item, the list item should become a paragraph?

Check the list v1 behaviour in trunk to see how it works.
