What problem does this address?

The Categories block is very basic and currently displays all categories, regardless of hierarchy.

What is your proposed solution?

Introduce an option to display only the "Top Level" categories.

This would also make the Categories block a good addition to the allowed blocks in the Navigation block (#35467)
