On the Nav Editor screen we are using the experimental "capture toolbars" functionality to "pin" the block toolbar for the nav item blocks to the position occupied by the parent Navigation block.
This was a good idea when the Nav Editor utilised a horizontal layout but now it's vertical this provides a sub-par UX given that the toolbar is not often visually divorced from the block being edited.
This is particular pronounced on larger navigations.
What is your proposed solution?
Remove the "capture toolbars" functionality on the innerblocks of the parent Navigation block on the Nav Editor **only**. This will restore block-level toolbar.
