Post Tags/Post Hierarchical Terms Block: Ability to modify separator

Currently, the Post Tags and Post Hierarchical Terms blocks output term links separated by a vertical bar character (|), like this:

It would be nice to able to modify what character separates each item in the list, and I would suggest that a comma followed by a space is used by default, to match the defaults of the_tags().

This is probably a separate issue, but it would also be nice to be able to add a prefix or suffix to the text of each block, so you could do something like this: Edit: This paragraph is a duplicate of #25448.
