Is your feature request related to a problem? Please describe.
The user should have an easy way to add a media background when only color is set

Describe the solution you'd like
Add a image icon button should be added as depicted bellow

Describe alternatives you've considered
There is already an alternative way to add media by long pressing on the cover block

Additional Context
This issue is part of breaking down issue wordpress-mobile/gutenberg-mobile#2275 into smaller subtasks. Opening the new tickets here as part of the GB-Mobile Monorepo migration.
