Show message when Visual or Code editor are disabled WordPress/gutenberg#52737

The update adds a 'Visual editor is disabled.' message when the Visual or Code editor is disabled, to help users navigate the system. The update also addresses confusion caused by removing entire UI elements and simplifies the process of enabling/disabling the visual editor.
