As a result of WCAG AA2.1 requirements we need to adjust the background and light colours.

New Background colour is: #F3F4F4
New Light colour is: #FAFAFA

This will ensure that Primary, Neutral and Muted text will be AA2.1 accessible when used on these colours.

This also needs to be updated in Docs
