If and when the subscribeallevents and unsubscribeallevents operation types get accepted into the Thing Description specification (w3c/wot-thing-description#1082), we can add a W3C compliant top level form to refer to the Events resource.

The Events resource would also need to then change to provide something W3C complaint like Server Sent Events, instead of the current JSON event log. See #2830
