Could you try running ProtonPlus in a console to see if there's any error/warning appearing when you install a tool.
My guess is that's a specific issue since otherwise someone would've reported that not working a long time ago.

I just tried running with flatpak run com.<omit>, but the log were absolutely empty.

If you open the application side-by-side with your file explorer opened on ~/.steam/root/compatibilitytools.d/ do you see something happening when trying to install a tool and does the application says an unknown error occurred or it says it installed properly?

Also does it happen for other launchers if you have any and does it not work with all the tools or only one in precise?
