Time Picker show local time instead of time zone hour

Describe the bug
when I choose option timepicker include timezone it output localtime instead of timezone's hour
To Reproduce
Steps to reproduce the behaviour:

1. Go to Time picker
2. Click on input
3. See timezone's hour, but when click OK, it actually output the local time
   (noted we're using timepicker only, but need to check with week picker/quarter picker/... too)
   Expected behaviour
   Output Hour/Min of timezone defined
