foreach(LayerMaskDropdown dropdown in UnityEngine.Object.FindObjectsOfType<LayerMaskDropdown>())

UnityEngine.Object.FindObjectsOfType<LayerMaskDropdown>() isn't able to find disabled dropdowns.

Possible solution is to use Resources.FindObjectsOfTypeAll<LayerMaskDropdown>()
