Steam GUI freezes just startup

Please describe your issue in as much detail as possible:

Steam freezes/hangs after startup. Login window works.
After starting Steam (from launcher or terminal) the startup windows appears, loads, vanishes. Then the main window appears and tries to load the shop (or library) and freezes/hangs. Upon click on tray icon menu opens, but nothing happens when I click on an item.
I tried with -cef-disable-gpu args, no difference. I tried reinstalling Steam too, no difference.
Logs are from a fresh install.

Today for the first time it worked, than CSGO crashed mid game (no affect on Steam client). Then tried to launch steam-native:
steam_logs-workedfor1time.tar.gz

Steps for reproducing this issue:

1. Start Steam (from launcher or terminal)
2. Freezes

same issue on gentoo, the main window and the advert window opens but the UI thread crashes or hangs and the spinner stops. Steam does not recover from this condition. Force closing the window only causes it to open again, still frozen but in a slightly different state. Must be killed from controlling terminal before force-closing the window.

i had the same issue before (since the new steam UI) and switched to the flatpak version of steam which fixed the issue for me but since today i have the same issue even with the flatpak version. 🤬
