Quoting the Readme:

"The 654 video clips (42.7GB) of BLVD can be downloaded by google drive and Baidu Netdisk. If you want to use BLVD, you just need to send your true name and your institution to the email [email protected] by an institutional email. We will send the code for downloading immediately. "
