the new toml crate has nice error messages: https://epage.github.io/blog/2023/01/toml-vs-toml-edit/

unfortunately, they always point to line one in our case

I suppose this is blocked by toml-rs/toml#526.
Using toml_edit directly is tricky and not helping as the span api is not public
