Modernize cmake infrastructure

The cmake underpinnings are antiquated and rudimentary and due for a good cleanup; I'll get this taken care of for the next release.

BTW if this is going to be done, it would be great to get some help splitting the F90 and F77 APIs back into the fortran and libsrc directories.

I accomplished this for the autotools build on a branch, but could not get it working in the cmake build...
