Anyone who visits a player with this modifier will receive the item chosen
If this player is killed, one of the killers will receive an always-revealing gun
Deprecate Funsmith, Farmer, and the existing Tinkering modifier

This whole thing could expand out into an eventual item-giver overhaul similar to the ongoing Investigative overhaul, if we are ballsy/bored/masochistic. If that is the case, it should go hand-in-hand with #1512 and #1630

I feel like Setup creators should more control over what items can be given out as Guns and Syringes would always be chosen over falcons and Candles. I would propose 1 modifier for each item.
1 modifier for each item would be more of the same problem, but I agree we need to give setup creators better control. This will have to go on the backburner until we figure out how.
