!unquoted quotes shouldn't count as increasing the quoteid.

Failing that, there's no reason to delete unquoted quotes from the database (the alternative being setting them to score:=$LOW_SCORE), I always assumed that the only reason for them to disappear was that they would otherwise duplicate the quoteid.
