You could allow people to vote that a person be kicked/banned, and it would require perhaps 10 or 20 such votes for the bot to kick that person. This would be useful when someone is causing trouble and there are no channel operators around.

There are some security concerns with this, but if it only recognised people authed with nickserv, and those that had been registered for a long enough time and were active enough (to stop someone registering a large number of names then immediately using them), it may be OK.

This may of course be a rubbish idea.
