Adding constraints on stratigraphic names resolution results in all strat_names being returned

https://macrostrat.org/api/defs/strat_names?strat_name_like=Noonday returns a single record

https://macrostrat.org/api/defs/strat_names?strat_name_like=Noonday&rule=down returns all strat names (a huge response)
