Create lookup table for country codes (including any entity model, migrations, SQL scripts to insert codes from appendix)
[Optional] CountryCodeDto and LookupCountryCodeDto
Add method signature to ILookupClient
Implement method in LookupClient

Goal:
For the client to be able to confirm/deny the country code.
