We want to use a mix of timestamps and hash links to ensure that the ordering of messages is consistent across clients as they become aware of more messages. For example, messages can be hash linked to the user's last message and to the most recent message the user has received from the channel.

We also want to prevent malicious users from messing with the message ordering.
