[Game/CM] 왼쪽 유저가 나가는 경우 게임이 멈추는 이슈 #125

현재 왼쪽 유저만이 호스트로서 mutation을 보내도록 설계되어 있습니다.
따라서 왼쪽 유저가 나가는 경우, 라운드가 끝나고 재시작하지 않는 이슈가 있습니다.
추후 개선이 필요합니다.

#127 게임 나가면 종료되도록 구현하고자 합니다. 따라서 이 이슈는 닫습니다.
