Remove date and time formats from translations

In the past, in an issue (which I can't find right now) we discussed how we deal with date and time formats. These are included in the translations. It was agreed at the time that the "German format" should also be used in the English translations. In the past, however, this was often changed back to 12 clock AM/PM time format by users.

I suggest that we split these time formats and allow each user to choose a format in the settings regardless of the language set.
